Relocating to Germany involves a specific sequence of bureaucratic steps. Getting the order wrong can cause major headaches, as almost every step depends on the one before it. Here is the golden rule of German bureaucracy: You cannot get a bank account or tax ID without Anmeldung, and you cannot do Anmeldung without an apartment.

The Bureaucracy Dependency Chain

  1. Temporary Housing: Your first priority. Find a temporary flat that provides a Wohnungsgeberbestätigung (landlord confirmation).
  2. Anmeldung: Take your passport and landlord confirmation to the BĂĽrgeramt to register your address.
  3. Bank Account: With your registration certificate (Meldebescheinigung) in hand, open a local German bank account. (Note: N26 is an exception and can often be opened with just a passport).
  4. Tax ID (Steuer-ID): Wait 2-3 weeks for this to arrive by mail. Hand it to your employer immediately.
  5. Residence Permit: Book an appointment at the Ausländerbehörde to convert your entry visa into a Blue Card or work permit.

Pro Tip: The "Tax Class 6" Trap

If your employer does not have your Tax ID before running the first payroll, German tax law requires them to put you in Tax Class 6 — the highest possible tax bracket (around 50% deductions). Don't panic! Once you provide the Tax ID, the overpaid taxes will be refunded in the next payroll cycle or via your annual tax return.

Anmeldung is the legal registration of your residential address at the local Citizens Office (BĂĽrgeramt). It is the most important step after arriving in Germany. By law, you must register within 14 days of moving in.

Q.Can I do my Anmeldung at a hotel or Airbnb?

Generally, no. You need a Wohnungsgeberbestätigung (Landlord Confirmation) to register. Most hotels and short-term Airbnbs do not provide this. You will need to find a temporary furnished apartment through services like Wunderflats or Homelike that explicitly state they allow Anmeldung.

Q.How long does it take to get a Tax ID (Steuer-ID)?

Your Tax ID is automatically generated and mailed to you approximately 2 to 3 weeks after you complete your Anmeldung. You do not need to apply for it separately. Give this number to your employer as soon as you receive it.

Q.Do I really need Private Liability Insurance (Haftpflichtversicherung)?

While it is not legally required like health insurance, it is highly recommended. It costs around €50 per year and covers you for millions of euros in damages if you accidentally break someone else's property or cause an accident. Many landlords require it before signing a lease.
